What is Manifesta

Manifesta, the European Nomadic Biennial, changes location every two years. Founded in the early 1990s, Manifesta rethinks the relation between culture and civic society, investigating and instigating an eco-social transition through contemporary culture in response to, and in close dialogue with, the social sphere of the Host City and its communities.

About Manifesta 15 Barcelona

Manifesta 15 in Barcelona has been invited to explore pressing public debates, based around the topics of the democratisation of public life; the defence of public space in the face of privatisation; the need to combine social progress with environmental challenges; fragility in terms of housing, the movement of people, capital, data and economic as well as ecological crises.

The Manifesta 15 Metropolitan Assembly kicks off within the framework of the European Capital of Democracy

The Assembly is a metropolitan-scale citizen deliberative process that aims to address two questions:

• How can we create spaces in the metropolitan region that positively impact culture?

• How can we do so while adopting a more environmentally respectful lifestyle?

The Assembly will consist of 60 people selected randomly through prior registration and will be linked to Manifesta 15 Barcelona with the participation of 12 cities in the metropolitan region of Barcelona. The goal of the Manifesta 15 Metropolitan Assembly is to explore and experiment with new governance spaces and democratic processes in the development of cultural policies, as well as to promote collaboration on a regional scale. Among the participants' profiles, independent artists and/or cultural managers are sought, along with individuals belonging to local social, cultural and/or environmental organisations exclusively from one of the 12 chosen cities for the process, including Badalona, Barcelona, Cornellà de Llobregat, El Prat de Llobregat, Granollers, L'Hospitalet de Llobregat, Mataró, Sabadell, Sant Adrià de Besòs, Santa Coloma de Gramenet, Sant Cugat del Vallès and Terrassa. The Assembly will consist of three on-site meetings from 9.00 to 14.00 on the following days:

• The 21st of March (Barcelona)

• The 25th of April (Sabadell)

• The 23rd of May (L'Hospitalet de Llobregat)

All interested individuals can sign up to participate from the 30th of January to the 23rd of February at 23.59. The expected results of the process are:

• To explore possible future applications of this assembly as a tool to enhance citizen participation and governance in a metropolitan context, specifically shaping cultural and artistic proposals and policies.

• Collectively design, within certain parameters, a proposal for adopting the assembly's conclusions.

• Evaluate, based on the experience itself, how the citizen assembly can become a permanent instrument of participatory governance for the development of cohesive and cross-cutting cultural policies for the metropolitan region, thereby ensuring the legacy of Manifesta 15 in the medium term.

The results and conclusions will be presented during Manifesta 15 Barcelona, and workshops and other programmes will be developed in response to the Assembly's work.

This project is part of the European Capital of Democracy 2023-2024 and is organised by Manifesta 15 Barcelona in collaboration with the Barcelona Metropolitan Strategic Plan (PEMB).
